Kaveh Waddell & Dustin Volz, National Journal: “OPM Announces More than 21 Million Affected by Second Data Breach”
“July 9, 2015 More than 21 million Social Security numbers were compromised in a breach that affected a database of sensitive information on federal employees held by the Office of Personnel Management, the agency announced Thursday.
That number is in addition to the 4.2 million Social Security numbers that were compromised in another data breach at OPM that was made public in June. Officials have privately linked both intrusions to China.
“Of the 21.5 million records that were stolen, 19.7 million belonged to individuals who had undergone background investigations, OPM said. The remaining 1.8 million records belonged to other individuals, mostly applicants’ families.
“The records that were compromised include detailed, sensitive background information, such as employment history, relatives, addresses, and past drug abuse or emotional disorders. OPM said 1.1 million of the compromised files included fingerprints. . .”
Joel Pollak, Big Govt: “Source: U.S. Collapses on Core Demands, Iran Deal Expected Friday”
“A source at the international nuclear talks in Vienna indicates that a deal with Iran is likely on Friday, probably due to a U.S. collapse on a new Iranian demand that an international arms embargo be lifted as part of the deal.
Russia, which stands to gain $7 billion in arms sales to Iran, immediately agreed to the request, adding to the pressure on the U.S. The deal will likely also require the U.S. and other international powers to provide Iran with advanced nuclear technology, to be housed in fortified underground bunkers.
The weakness in the American bargaining position had become clear in recent days, and almost a subject of international ridicule, as one deadline after another expired and the U.S. continued to offer concessions.
On Wednesday, State Department advisor Marie Harf told CNN, “We are going to stay at the table until we get a good deal”–meaning, practically, that the U.S. would offer virtually any concession to preserve the negotiating process. . .”

“An agreement to curb Iran’s nuclear program could create a bonanza for U.S. defense contractors who already are benefiting as the Obama administration tries to assuage Israeli and Gulf Arab concerns by cutting deals for more than $6 billion in military hardware.
“The details of a potential deal being negotiated between Iran and six world powers — China, France, Germany, Russia, the U.K. and U.S. — would determine what steps the U.S. takes to help its allies. A nuclear agreement is likely to prompt Mideast partners to seek improved defense systems from American contractors such as Boeing Co., Lockheed Martin Corp. and Raytheon Co. as well as weapons-makers in France and elsewhere.
“‘In theory, an Iran deal could lead to a reduction in tensions in the region that would reduce the demand for advanced weaponry,’ said William Hartung, director of the Arms and Security Project at the Center for International Policy in Washington. ‘In the short-term, a deal could actually boost the demand for arms.’

NY Post: “The IRS scandal just got even worse”
“So the Obama IRS wasn’t just persecuting right-leaning nonprofits — it was out to prosecute them, too. And with the help of the Obama Department of Justice and FBI.
“Via Freedom of Information Act lawsuits, the watchdog group Judicial Watch just got evidence of the plot. A ‘DOJ Recap’ on an Oct. 8, 2010, meeting tells how officials from the three agencies discussed ‘several possible theories to bring criminal charges under FEC law’ against groups ‘posing’ as tax-exempt nonprofits.
“As part of the project, the IRS handed the FBI 21 computer disks with 1.23 million pages of confidential IRS returns from 113,000 nonprofit 501(c)(4) groups — nearly every 501(c)(4). This, though federal law generally bans the IRS from sharing such data.
“The evidence shows ‘that the Obama IRS scandal is also an Obama DOJ and FBI scandal,’ noted Judicial Watch President Tom Fitton. ‘The FBI and Justice Department worked with Lois Lerner and the IRS to concoct some reason to put President Obama’s opponents in jail before his re-election. And this abuse resulted in the FBI’s illegally obtaining confidential taxpayer information.’ . . .”

“Media coverage of Donald Trump’s controversial immigration remarks have lifted the GOP presidential candidate to the top of the Republican field, according to a new Economist/YouGov poll.
“Trump was the preferred GOP nominee for president for 15 percent of respondents — 4 points ahead of former Gov. Jeb Bush (Fla.) and Sen. Rand Paul (Ky.), who were tied for second place.
“Gov. Scott Walker (Wis.), Sen. Marco Rubio (Fla.) and former Gov. Mike Huckabee (Ark.) shared the third spot with 9 percent each.
“In addition to being the first choice for the majority of likely voters who participated in the poll, Trump was also the primary second choice for those who preferred another candidate as their nominee.
“12 percent of respondents said Trump was second in line for their vote, while only 7 percent picked either Bush or Paul as their safety candidate.
“While Trump may be on top this week, registered Republican voters gave him a very weak chance of holding on to that spot in the long run. . .”
Josh Fatzik, Daily Caller: “DC Wants to Give Non-Citizens the Right to Vote”
“District of Columbia council members voiced their support Wednesday for a new law that would allow non-citizens to vote in local elections.
“These are residents who are well on their paths to citizenship,” Councilman David Grosso said. “Unfortunately not all of our residents have a say in the politicians who are elected to represent them.”
The bill would allow permanent residents in the city who are not American citizens to vote in elections for mayor, city council, the attorney general and State Board of Education members, among other things.
“They are our neighbors and our friends and they want to see our city flourish, yet they have no say in how the city’s government is run,” said Councilwoman Elissa Silverman.
Caroline May, Big Govt: “Illegal Immigrants Accounted for Nearly 37 Percent of Federal Sentences in FY 2014”
“While illegal immigrants account for about 3.5 percent of the U.S population, they represented 36.7 percent of federal sentences in FY 2014 following criminal convictions, according to U.S. Sentencing Commission data obtained by Breitbart News.
“According to FY 2014 USSC data, of 74,911 sentencing cases, citizens accounted for 43,479 (or 58.0 percent), illegal immigrants accounted for 27,505 (or 36.7 percent), legal immigrants made up 3,017 (or 4.0 percent), and the remainder (about 1 percent) were cases in which the offender was either extradited or had an unknown status.
“Broken down by some of the primary offenses, illegal immigrants represented 16.8 percent of drug trafficking cases, 20.0 percent of kidnapping/hostage taking, 74.1 percent of drug possession, 12.3 percent of money laundering, and 12.0 percent of murder convictions.
“One GOP aide expressed shock at the numbers, emailing Breitbart News, “These statistics blew me away, and they blow a hole through the oft-repeated line that people only want to come to America to work. It’s tragic so few politicians are willing even to acknowledge the true extent of this problem, but until more do, more Americans will keep getting harmed.”
“The USSC data only deals with federal offenders sentenced under the Sentencing Reform Act of 1984 (SRA) and does not include other categories like state cases, death penalty cases, or “cases initiated but for which no convictions were obtained, offenders convicted for whom no sentences were yet issued, and offenders sentenced but for whom no sentencing documents were submitted to the Commission.”

“Democrats now will say anything to distance themselves from sanctuary city policies, even though they have supported these policies for years. In an exclusive CNN interview Tuesday, Hillary Rodham Clinton was asked about San Francisco’s refusal to hand over to Immigration and Customs Enforcement seven-time convicted felon and five-time deportee Juan Francisco Lopez-Sanchez. He stands accused in the fatal shooting of Kathryn Steinle as she took an evening stroll on Pier 14 last week. (After telling a local TV station he shot Steinle by accident, Lopez-Sanchez has pleaded not guilty to murder.) Clinton answered, “The city made a mistake not to deport someone that the federal government strongly felt should be deported. So I have absolutely no support for a city that ignores the strong evidence that should be acted on.”
“In a 2007 Democratic presidential debate, the late Tim Russert asked Clinton if she would allow sanctuary cities to disobey federal law. “Well, I don’t think there is any choice,” she answered. Immigrants may not talk to police if “they think you’re also going to be enforcing the immigration laws.” She did not add a caveat that she wanted local law enforcement to work with immigration officials if the federal government had strong feelings that an individual should be deported.
“In 2008, Clinton voted against an amendment to yank some federal funds from sanctuary cities. California Democratic Sens. Dianne Feinstein and Barbara Boxer voted likewise — but it didn’t stop them from criticizing San Francisco for releasing a repeat offender.
“‘The 2008 budget amendment was a choice between sending a political message or funding California law enforcement, and I chose to fund the police,’ Feinstein explained in an email. ‘I continue to believe we can deport criminals who are undocumented and still support law enforcement.’
“Perhaps Feinstein and Clinton are living back in 1985, when Feinstein was mayor and signed San Francisco’s sanctuary city law. It was supposed to help immigrants seeking asylum from war-torn El Salvador and Guatemala. Four years later, the law was expanded to cover all immigrants. Then, in 2013, the Board of Supervisors passed an ordinance, signed by Mayor Ed Lee, that prohibits city law enforcement from releasing undocumented immigrants to ICE based on a detainer request alone. (There’s an exception for recent violent felons, but Lopez-Sanchez did not qualify.)

- ECAA contains a requirementfor states to “demonstrate” that the state standards are “aligned” to the same criteria used to establish Common Core: “entrance requirements, without the need for academic remediation, for the system of public higher education.” Any prohibition included to stop USED from coercing states to use Common Core or other specific standards is meaningless. USED won’t have to force anything, because alignment to the same criteria as “college-and-career-ready” is a requirement of the bill. Sec. 1111(b)(1)(D)(i)-(ii).
