“At bottom, though, the import of the Paris attacks is not complicated: ISIS terrorists are enemies of our civilization.

“In Paris, they chose their target well. They assaulted a city that dates back thousands of years and has been a leading Western capital going back to the Capetians, a site of soaring endeavor (Notre Dame) and extraordinary learning (University of Paris) since the 12th century, a place representing geological layers of Western civilization, and its glories and conflicts and follies. Paris has seen its share of sectarian hatred (the St. Bartholomew’s Day massacre), violent upheavals (too many to count), and authoritarians (Napoleon Bonaparte, most notably), but it is synonymous with an appreciation for the finest things wrought by human talent and discernment. Deroy Murdock, NRO: “Obama’s Increasingly Surreal War on ISIS”

“. . . After 15 months of airstrikes against ISIS, America finally managed to bomb 116 trucks that smuggle oil out of ISIS territory, generating some $1.2 million in clandestine cash daily. That sum buys plenty of knives for beheadings, Kalashnikovs for mass shootings, and plastique for suicide vests. France now leads the War on Terror, in the wake of ISIS’s November 13 massacre in Paris. Obama must have reckoned that, with France bombing from in front, he might as well bomb from behind.

“But even this is kinder and gentler.

“This is our first strike against tanker trucks,” Operation Inherent Resolve Colonel Steve Warren told journalists from Baghdad on November 18. (A November 23 raid destroyed 238 more trucks.) Then he added this detail:

“To minimize risks to civilians, we conducted a leaflet drop prior to the strike.” Each leaflet reads, “Get out of your trucks now, and run away from them.” It continues, “Warning: Airstrikes are coming. Oil trucks will be destroyed. Get away from your oil trucks immediately. Do not risk your life.”

“Dropping such fliers on a playground is one thing. Sparing third graders is admirable. But anyone who drives a truck full of stolen oil and helps ISIS generate some $450 million in annual revenue, deserves to die behind the wheel.

“Every ISIS oil-truck driver so spared lives another day to steer another oil truck, deliver ISIS fighters to battle, or grab an AK-47 and shoot American troops or — even worse — innocent civilians.

Lt. Gen. Michael T. Flynn, who was in charge of the Defense Intelligence Agency at that time, told the New York Times that the report “was disregarded by the White House.” He said, “Frankly, at the White House, it didn’t meet the narrative.”

“Less than a week later, the highly regarded reporter Catherine Herridge of Fox News reported that “analysts at U.S. Central Command were pressured to ease off negative assessments about the Islamic State.” Not only that, but sources told her that someone connected to the Obama Administration later attempted to destroy the notices to “toe the line” and cover up that Administration officials wanted reports to understate the threat.

“This is the most serious allegation so far, as more Americans realize the Obama Administration has completely underestimated the threat of ISIS. First they were a “jayvee” team and now they are just a bunch of killers. The reality is that as early as 2012, intelligence analysts were reporting that ISIS was a growing international threat on the verge of creating a terrorist nation-state. The Obama Administration ordered those reports neutered and watered down to keep the narrative going about the “jayvee” team and the winning Obama strategy. . .”

Fox: “Obama administration tells states they can’t refuse Syrian refugees”

“The Obama administration warned states over the Syrian refugee crisis Wednesday, telling them in a letter they do not have legal authority to refuse the refugees, and states that do not comply may be subject to enforcement action.

The letter, from the Office of Refugee Resettlement (ORR), told state resettlement officials that they may not deny benefits and services to refugees based on their country of origin or religion.

“‘Accordingly, states may not categorically deny ORR-funded benefits and services to Syrian refugees,’ the letter, dated Wednesday, says. ‘Any state with such a policy would not be in compliance with the State Plan requirements, applicable statutes, and their own assurances, and could be subject to enforcement action, including suspension and termination.’

“The letter went on to say that the 1964 Civil Rights Act prohibits discrimination based on race and national origin in all programs that receive federal financial assistance.

“‘Thus, it is not permissible to deny federally funded benefits such as Medicaid or TANF to refugees who otherwise meet the eligibility requirements,’ the letter says.

“The letter came after more than two dozen governors, mostly Republicans . . .”

Stephen Hayes, Weekly Standard: “Obama’s Intel Scandal”

“Barack Obama says he wants the truth. On November 21, the New York Times reported allegations that military intelligence officials provided the president with skewed assessments that minimized the threat from ISIS and overstated the success of U.S. efforts against the group. The Times story was an update of reporting from the Daily Beast earlier this fall. “More than 50 intelligence analysts working out of the U.S. military’s Central Command have formally complained that their reports on ISIS and al Qaeda’s branch in Syria were being inappropriately altered by senior officials,” the Beast reported in September. These analysts say their superiors regularly massaged pessimistic assessments to make them more upbeat before sending them up the chain of command. The analysts registered their grievances with the inspector general at the Pentagon, who is investigating their claims.

“Obama was asked about this investigation at a press conference on November 22. The president said he doesn’t know the details of the allegations. But he added: “What I do know is my expectation, which is the highest fidelity to facts, data​—​the truth.”

“The allegations are serious. We’re told by sources with knowledge of the investigation that the analysts who made them knew well in advance they’d be filing an official complaint. So they were ready when they did, providing the IG with extensive documentation​—​going back more than a year​—​to support their claims.

“Why were they so well prepared?

“Among other reasons: They’d seen such pressures before, up close. And they understood that by formalizing their complaints they would be challenging not their immediate superiors alone but in some important respects an entire system that had encouraged analysts and other national security officials to downplay the jihadist threat. . .”
