and what it doesn’t mean”

“The most significant conclusion we can draw from news that a grand jury has been impaneled by Special Counsel Robert Mueller is that the so-called Russia investigation, officially, is a criminal investigation.

“The purpose of a grand jury is to investigate a factual transaction or series of transactions to determine whether criminal charges should be filed. That makes it categorically different from a counterintelligence investigation. The latter, we have noted many times, is an information-gathering exercise geared toward understanding and thwarting the intentions and actions of foreign powers.

“There is no need for a grand jury in a counterintelligence probe.
“All that said, the fact that there is a criminal investigation does not mean charges are imminent, or indeed that they will ever be filed. There are virtually no limits on the investigative powers of the grand jury. Under our law, a grand jury may conduct a probe simply to satisfy itself that no crimes have been committed. That is to say, there is no evidentiary threshold that must be crossed before a grand jury can begin investigating. Contrast that with, for example, a search warrant or an eavesdropping warrant; those investigative techniques may not be used unless a court has first been satisfied that there is probable cause to believe a crime has been committed.
“It is frequently observed that grand-jury proceedings are secret. That is not quite accurate. The obligation of secrecy applies to the grand jurors and government personnel who examine witnesses and collect evidence through subpoenas. But subjects of the investigation, witnesses, and their lawyers are under no duty to remain silent — even though it is usually a good idea to do so, since statements can be used as evidence. Of course, there are often government leaks. Putting that inevitability aside, though, it is worth noting who is permitted to speak and who is not. Media coverage of an investigation tends to rely on the people most at liberty to discuss it. That means coverage skews in favor of lawyers for the subjects, who obviously have a motive to minimize the prosecution’s proof.
“The principal advantage of the grand jury for prosecutors is the ability to issue subpoenas to compel testimony and the production of documentary or other physical evidence. No investigation of any complexity can be advanced without this capacity. When I say “advanced,” I do not mean a progression toward the filing of criminal charges — at least not necessarily. An investigation should be a search for the truth, which means getting to the bottom of what happened, regardless of whether crimes can be proven.
“Thus, the fact that we now have a grand jury does not mean a crime has been committed, much less that the filing of charges must be imminent. Still, the impaneling of a grand jury is a highly significant development. Prosecutors do not seek the assistance of the grand jury’s subpoena power, and do not contemplate presenting evidence to a grand jury, unless they see a realistic possibility of filing criminal charges.
“On that score, we should be mindful, and certainly Special Counsel Mueller should be mindful, that this is no ordinary criminal investigation. . .”

McMaster, sent an official letter giving her unfettered and continuing access to classified information and waiving her “need-to-know” requirement on anything she viewed or received during her tenure, Circa has confirmed.

“The undated and unclassified letter from McMaster was sent in the mail to Rice’s home during the last week of April. Trump was not aware of the letter or McMaster’s decision, according to two senior West Wing officials and an intelligence official, who spoke to Circa on condition that they not be named.

Pa. schools with highest average teacher salary

It probably comes as no surprise that the bulk of public school teachers with the highest average salary in 2016-17 live in the counties surrounding Philadelphia, where the cost of living is generally higher than in other parts of the state.  But teachers in some southcentral Pennsylvania school districts have average salaries that aren’t too shabby either.  According to data from the state Department of Education, York County’s Dallastown Area School District comes in with the highest average full-time teacher salary in this region at $84,701.

“Mid-70s, United States. For no apparent reason, suddenly everyone seemed to be singing in a high-pitched falsetto voice and wearing skin-tight lycra with open collared shirts displaying chest hair and gold medallions.

“It was fun for a while but got old fast.

Electric Car Fever is now upon us. Laws are being passed – the Brits being the latest – mandating the production of electric cars by outlawing the production of cars powered by internal combustion.

“This will get old fast, too.

“King Canute could decree that the tide not come back – and politicians can decree that we’ll all be driving electric cars by “x” year, not too far from now. But wishing – and decreeing – can’t overcome reality. It can just make things really expensive and difficult for us.

“One reality almost no one seems willing to talk plainly about is the fact that hundreds of thousands of electric cars queuing up to spend 30-45 minutes each at a recharging port is as ludicrous in concept as waiting that long at McDonald’s to get a burger. Especially when there is a Wendy’s across the street that’ll get a burger in your hands and you back on the road in less than 5 minutes.

“Most people will never accept this. Would you accept waiting 30-45 minutes (absolute best-case scenario, if a “fast” charger is available) to put a partial charge back into your EV? Were you aware that at the high-voltage “fast” chargers, due to the nature of the thing (and for the sake of battery life) you cannot put more than 80 percent charge back into the thing?

“So, whatever the advertised best-case range of the car is, subtract 20 percent.

“That puts even the longest-ranged of them in the same class as the fiercest-guzzling IC-engined SUV. Maybe 200 miles or so. But the fierce-guzzling SUV can be refueled to 100 percent in 5 minutes.

“Which would you prefer to take on a road trip? One where there might not be a ‘fast’ charger available when you run out of juice. What then?

“Then, you spend overnight wherever you happen to be.

“Electric car freaks peddle a Disney-esque fantasy to counter this objection. They envision everyone plugging in at home, overnight – or at work, while they work. The problem with this idea is the ant-like uniformity of use it assumes. Everyone going to work – and back home – at pretty much the same time.

“A middling-bright eight-year-old would be raising his hand about now. . .”

Mitch McConnell is using $8 million dollars from special interest groups to subvert the will of the American people to elect Luther Strange. McConnell is trying to make Brooks out to be the same as Nancy Pelosi which is a lie. Also, McConnell hasn’t raised money from the people of Alabama but from millionaire and billionaire special interests who are happy with what is going on Washington. Strange’s loyalty will lie with these groups trying to put him in office. “Researchers from the Facebook Artificial Intelligence Research lab (FAIR) recently made an unexpected discovery while trying to improve chatbots.

“The bots — known as ‘dialog agents’ — were creating their own language — well, kind of.

“Using machine learning algorithms, dialog agents were left to converse freely in an attempt to strengthen their conversational skills.

“Over time, the bots began to deviate from the scripted norms and in doing so, started communicating in an entirely new language — one they created without human input. . .

“In an attempt to better converse with humans, chatbots took it a step further and got better at communicating without them — in their own sort of way.

“And it’s not the only interesting discovery.

“Researchers also found these bots to be incredibly crafty negotiators. After learning to negotiate, the bots relied on machine learning and advanced strategies in an attempt to improve the outcome of these negotiations. Over time, the bots became quite skilled at it and even began feigning interest in one item in order to “sacrifice” it at a later stage in the negotiation as a faux compromise. . .”
